Zuckert, Scoutt & Rasenberger, L.L.P. is a Washington, D.C. firm with over fifty years of experience in solving problems for clients across a broad range of disciplines.  The firm was founded in 1964 by aviation practitioners Jerry Scoutt and Ray Rasenberger, and former Secretary of the Air Force, Eugene Zuckert.  The firm has an extensive legal, legislative and government affairs practice focusing primarily on transportation, tax, and government contracts issues.  We have particular expertise in aviation issues, representing air carriers, airports, helicopter operators, aviation operating companies, civil aviation authorities, finance entities, suppliers, fixed base operators, manufacturers, and a broad range of other aviation entities in Federal, state and international matters.  Our wholly owned affiliate, Farragut International, L.L.C., is a broad-based advocacy consultancy specializing in transportation and related issues, providing services to clients worldwide on issues as diverse as aviation operations technical requirements, airport marketing issues, air traffic management, homeland security compliance, transactions advice, and transportation project funding.

We work as advocates in Congress, in the Executive Branch, with state and local governments, with trade associations, with numerous airlines and aviation-related companies, with foreign governments, and with the public at large.

We work especially closely with the key Federal agencies responsible for oversight of aviation operations and policy, including the Department of Transportation, the Federal Aviation Administration, the Department of Justice, the Treasury Department, the Department of Homeland Security (including the Transportation Security Administration), the National Transportation Safety Board, the Environmental Protection Agency, the Department of Defense, the Army Corps of Engineers, the U.S. Postal Service, and the White House.  We interact extensively with the U.S. Congress and with key aviation trade associations and other interest groups.

Our clients come to us for assistance with problem solving.  The first step in any project is an analysis of the client's needs and the development of a strategy for addressing those needs.  The solution may involve a legislative strategy, it may be at the agency level, it may be operational, it may be solely legal, it may be transactional, or a combination of approaches.  After close cooperation with the client in developing the right strategy, we implement the plan designed to achieve the optimal result.

The firm has a nationally and internationally recognized expertise in the aviation and general transportation industries.  Our goal remains the same as when we were founded in 1964:  to provide services of the highest professional standard effectively and efficiently.  The firm's offices are located in the heart of the District of Columbia's legal and business community, in close proximity to Federal government offices, the U.S. Congress, the White House, and the Federal and local courts.
