Jonathon Foglia joined Zuckert, Scoutt & Rasenberger in 2008 and his practice focuses primarily on aviation regulatory and commercial matters. Mr. Foglia advises airlines, public charter operators, ticket agents, tour operators, travel agencies, trade associations, and air charter brokers on compliance with DOT economic regulations, including licensing, registration, consumer protection and advertising matters. He also counsels airlines, aircraft operators, fixed-based operators and shippers under the Federal Aviation Regulations, Civil Aviation Security Regulations and Hazardous Materials Regulations. Moreover, Mr. Foglia advises clients on air traffic rights under bilateral air service agreements, multilateral treaties concerning liabilities in international air carriage, international licensing requirements and airport access matters, including securing operating authorizations.
From 2005 to 2006, Mr. Foglia was a Presidential Management Fellow in the Office of the Secretary at the U.S. Department of Transportation, where he provided advice on matters relating to the formulation and implementation of national transportation policy. While at the Department, he also served in the Office of the General Counsel, in both Aviation Enforcement and Proceedings as well as Regulations and Enforcement. From 1998 through 2001, Mr. Foglia worked in the planning department of a major U.S. network airline. He has extensive knowledge of both the legal and business sides of the commercial aviation industry. Immediately prior to joining Zuckert, Scoutt & Rasenberger Mr. Foglia practiced law with the aviation practice group of another firm in Washington, D.C.
Mr. Foglia is fluent in Spanish and is a member of the bar of the District of Columbia. He is also a member of the American Bar Association's Forum on Air & Space Law as well as the Royal Aeronautical Society (RAeS). Mr. Foglia serves on the adjunct faculty at Georgetown University Law Center in Washington, D.C., where he teaches Aviation Law.
