We regularly work with clients seeking to obtain government contract awards. We have broad experience with the Federal Acquisition Regulation and the Cost Accounting Standards. 

Our advice covers fixed-price, cost-reimbursement and time-and-materials contracts, including the multiple award schedules and commercial item contracts increasingly used by Federal agencies. 

We have also worked extensively in the area of sole source contracts. We advise clients on a range of contract formation issues, including cost and pricing issues raised by the Truth In Negotiations Act. Examples of our work in the area of contract negotiation follow:

  • We helped form and now represent a team of U.S. airlines that annually has obtained multi-million dollar contracts from the U.S. Air Force for the carriage of military passengers and cargo. This is one of the largest, if not the largest, teaming arrangement to contract with the federal government.
  • We have worked with a major international logistics provider in obtaining multiple award and other competitive contracts from GSA and DOD.
  • We regularly counsel manufacturing contractors regarding manufacturing license rights, quality inspections, and contract terms and conditions for contracts with various DOD agencies and prime contractors.
  • We have advised a number of national advertising agencies on the preparation of federal contract proposals, including submissions to the Department of Defense, the U.S. Postal Service, the Office of National Drug Control Policy, the Peace Corps and the U.S. Mint.
  • We have advised household goods moving companies regarding changes in the Military Traffic Management Command’s household goods transportation program.
  • We assisted a fledgling hazardous waste repossessing firm in obtaining a major contract to recycle spent aircraft de-icing fluid at the Pittsburgh International Airport.
  • We have counseled clients regarding maintenance of very large sole source services contracts, developing strategies for multi-year extensions.
