Ralph Kissick is Senior Counsel with the Washington, D.C. law firm of Zuckert, Scoutt & Rasenberger, L.L.P.  Mr. Kissick’s legal practice is concentrated on government contract and aviation commercial matters.

Mr. Kissick is a member of the firm’s government contracts group.  He has been involved with every facet of the firm’s extensive government contracts practice, including contract negotiations and award, contract administration and audit issues, teaming arrangements, intellectual property rights, federal labor statutes, small business matters and contract termination issues.  He has handled bid protests, equitable adjustment requests and contract claims.  He has litigated matters before the General accountability Office, various boards of contract appeals, and the U.S. Court of Federal Claims.  He also has worked with clients on false claims and fraudulent practices investigations; and he has successfully defended clients in suspension and debarment proceedings.

Mr. Kissick’s contract practice also overlaps with the firm’s aviation practice.  Among other things, he has worked extensively on the commercial and regulatory aspects of aviation transactions, including aircraft acquisitions, sales, leasing, financing, registration and recordation.  He helped form and represents a team of U.S. airlines that provide peacetime airlift services to the Department of Defense.  He has also worked extensively on contract and commercial matters with the firm’s trucking and logistics management clients.

He served as an officer in the U.S. Navy from 1962 to 1966, seeing extensive action aboard destroyers in the Atlantic, Mediterranean and Pacific fleets.  Following law school, Mr. Kissick was selected as a law clerk at what is now named the U.S. Court of Federal Claims.  In 1970, he joined Zuckert, Scoutt & Rasenberger, where he became a partner in 1977.

Mr. Kissick is admitted to the Bars of the District of Columbia, the U.S. Supreme Court, the U.S. Courts of Appeals for the Federal Circuit, the District of Columbia Circuit and the Ninth Circuit, and the U.S. Court of Federal Claims.  He is also a member of the American Bar Association and the National Defense Transportation Association.  He has written and lectured on various government contract and aviation topics.
