Malcolm Benge advises foreign and domestic clients on a wide range of aviation-related matters. His practice involves frequent participation in proceedings before the Department of Transportation and the Federal Aviation Administration. Areas of specialization include regulation and licensing of commercial airline operations. Mr. Benge also has extensive experience in the negotiation and documentation of airline commercial agreements and aircraft transactions.

In 1986 - 1987, at the request of a firm client and while still associated with Zuckert, Scoutt & Rasenberger, Mr. Benge served as Acting General Counsel of World Airways in Oakland, California. During his tenure with the company, he handled all regulatory matters involving the operation of the airline's cargo and passenger aircraft, supervised the legal aspects of a $100 million debt offering and served as principal negotiator in aircraft transactions valued in excess of $200 million.

Mr. Benge is admitted to practice before the U.S. Courts of Appeals for the Seventh and District of Columbia Circuits; Court of International Trade; and the District of Columbia Court of Appeals.
