Mr. Foglia 's practice focuses on aviation regulatory and commercial matters.  Mr. Foglia advises domestic and foreign air carriers, fixed-based-operators, public charter operators, ticket agents, corporate flight departments, shippers, parts manufacturers, and air charter brokers on compliance with the Federal Aviation Regulations and DOT economic regulations.

From 2005 to 2006, Mr. Foglia was a Presidential Management Fellow in the Office of the Secretary at the U.S. Department of Transportation, where he provided advice on matters relating to the formulation and implementation of national transportation policy.  While at the Department, he also served in the Office of the General Counsel, in both Aviation Enforcement and Proceedings, as well as Regulations and Enforcement.  From 1998 through 2001, Mr. Foglia worked in the planning department of a major U.S. network airline.  He has extensive knowledge of both the legal and business sides of the commercial aviation industry.

Before joining Zuckert, Scoutt  & Rasenberger, Mr. Foglia practiced law at another Washington, D.C. firm.

Mr. Foglia is a member of the bars of the District of Columbia and the Commonwealth of Massachusetts.  He is also a member of the American Bar Association’s Forum on Air & Space Law, as well as the Royal Aeronautical Society (RAeS).
