Barbara M. Marrin
Barbara Marrin’s practice focuses on aviation regulatory matters, including, but not limited to, advising U.S. and foreign air carriers as well as ticket agents on compliance with the requirements of the U.S. Department of Transportation (DOT) and other Federal agencies relating to the operation and sale of air transportation. Immediately prior to joining Zuckert, Scoutt & Rasenberger, Ms. Marrin was a senior trial attorney with DOT’s Office of Aviation Enforcement & Proceedings in the Office of General Counsel, with responsibility for directing investigations of and negotiating consent decrees with U.S. and foreign air carriers and ticket agents for violations of DOT’s aviation consumer protection, licensing and civil rights requirements. During the six years Ms. Marrin served as an attorney with DOT, she also drafted proposed and final agency consumer protection rules, led DOT analysts and attorneys during on-site carrier audits to assess compliance with DOT regulations and evaluated airline training programs pertaining to nondiscrimination on the basis of disability in air travel. As a consequence, Ms. Marrin has a deep and specialized knowledge of DOT’s statutes, rules and enforcement policies applicable to carrier offerings, products and services.
From 2008 to 2009, Ms. Marrin practiced law with a Virginia-based civil litigation firm. Ms. Marrin also served as a law clerk to the Honorable Jane Marum Roush of the Fairfax County Circuit Court between 2007 and 2008.
Ms. Marrin is a member of the American Bar Association's Forum on Air & Space Law and Administrative Law Section.
